Make your cookie dough. If you don't want to make them from scratch, you can buy some pre-made cookie dough from the grocery store.
Here is a simple sugar cookie recipe:
2 3/4 cups all purpose flour
1 teaspoon baking soda
1/2 teaspoon baking powder
1 cup butter, softened
1 1/2 cups white sugar
1 teaspoon vanilla extract
In a small bowl, stir together flour, baking soda, and baking powder. Set aside.
In a large bowl, cream together the butter and sugar until smooth. Beat in egg and vanilla. Gradually blend in the dry ingredients.
Roll out to 1/8 in. thick with a rolling pin onto a floured surface.Step 2
Cut cookie dough into baby themed shapes with cookie cutters. Make sure to dip the cutters in flour before each use. If the dough still sticks to the cookie cutters, chill the dough. Transfer cookie shapes to cookie sheet and bake at 400 degrees for 6-7 minutes or until cookies begin to brown.Step 3
Now for the fun part- decorating! Spread icing on each cookie and decorate with sprinkles and candy, or draw designs with icing or tube of gel icing. You can find cookie icing in a squeezable container with a small tip in most stores that sell icing.
If you want to use your cookies and favors, simple wrap them in cellophane or plastic wrap and tie with a pretty ribbon.

Make your cookie dough using the recipe above or one of your choice. Cut into desired shapes and put on cookie sheet.
Insert a wooden skewer or lollipop stick into the middle of the cookie, at least half way up. If using wooden skewers make sure to soak them in water first so they don't burn in the oven. Bake and cool completely.
Ice the cookies and decorate. Let the icing dry for a few hours, then put the cookie inside a lollipop bag and tie the bag closed with ribbon.
Baby shower cookie ideas:
Rice Krispie Lollipops
These cookies were made out of rice Krispie treats. I am no artist (as you can see) but you get the idea.
First, make the rice krispies:
3 tablespoons margarine or butter
1 package (10 oz., about 40 regular marshmallows or 4 cups miniature marshmallows)
6 cups Rice Krispie cereal
Melt margarine or butter in large saucepan over low heat. Add marshmallows and stir until completely melted. Remove from heat.
Mix in cereal. Stir until well coated. Spread the mixture using a buttered spatula or waxed paper evenly into a pan coated with cooking spray. Let cool for an hour.
Next, spray your cookie cutters with cooking spray and cut the Krispie treats into shapes. After you have cut out your cookies, smash the leftover Rice Krispies together and you will be able to cut out a few more.
Carefully insert the lollipop stick into the cookies about an inch or two, reshape as needed. Decorate with icing.

Fun Baby Shower Cookie Ideas:
Make a batch of your favorite cookies (chocolate chip works great). After they are baked and cooled, spread the bottom side of a cookie with plenty of icing or whipped topping of your choice. Place another cookie on top to make a sandwich.
Put some candy sprinkles or mini candy (like M&M's) on a plate. Roll the sides of the cookie sandwiches in the candy or sprinkles and they will stick to the icing.
You can also use ice-cream in place of icing in the middle of the sandwiches. Wrap with plastic wrap and freeze.
